更加嚴格地落實安全監管工作

(二)切實強化安全生產監督管理工作。細化化工企業安全準入條件，進一步嚴格執行《江蘇省化工企業提升安全生產能力的實施標準》(附件5)，嚴格執行“三個一律不批”，從工藝安全可靠性、技術裝備穩定性、內外安全距離等方面嚴格把關新改擴建項目建設，嚴格化工企業安全生產許可條件，實施安全生產源頭風險管控。全面開展企業風險辨識與管控、安全設計診斷，全面升級化工企業自動化控制系統，提升化工企業本質安全水平，最大限度減少生產作業現場操作人員，降低安全風險。全面推進二級標準化達標創建，涉及高危工藝的危化品生產企業2020年底前必須達到二級標準化。升級“智能化二道門”建設標準，全省涉及“兩重點一重大”的危化品生產企業2020年底完成“智能化二道門”建設。改進隱患排查治理方式，加強動火作業重點環節安全管理，強化安全生產技能培訓，增強化工企業安全管理能力。
